Mandate as National Institution

 

The linkage agreement between FEPA (now FMENV) and the University of Ibadan specifically charged the Centre with the following mandate:

  1. Provide and serve as the African Regional Centre for the implementation of the 1989 Basel Convention and the Transboundary movement of the Hazardous Waste, Training and Research in Hazardous Waste  and Transfer of Technology;

  2. Assist FEPA (now FMENV) in training and research in the areas of:

  1. Industrial, domestic and hazardous Waste Management;  

  2. Development/Adaptation/Popularization of Cleaner Production Technology for Nigeria;

  3. Reduction of gaseous emissions and other industrial effluents;

  4. Incorporation for “Waste to Wealth” strategy into waste management practices;

  5. Other projects identifiable and of relevance to the objectives of FEPA (now FMENV) mandate.  


 

 

Mandate as African Regional Institution

 

Geographical Scope: Africa

 

Functions of the Centre:

  • Ensuring interaction including exchange of information, between the Secretariat of the Basel Convention and the Sub Regional Centres in South Africa, Senegal and Egypt, among the Parties and other related institutions;

  • Convoking regional consultations to identify priorities and formulate strategies;

  • Supporting and coordinating common tasks of the regional centres in the field of policies, information, communication, technical and financial assessment;

  • Defining and executing programmes of regional scope in coordination with the Sub Regional centres;

  • Identifying promoting and strengthening the synergies and mechanisms of cooperation among the regional centres and other stakeholders in hazardous waste management and technology transfer in and outside the region;

  • Keeping a compilation system for information and making such information accessible to stakeholders.

  • Convoking consultations for the involvement of the BCRCs in Africa with NEPAD’s Environment and Health Initiatives , African Stockpile project and synergistic implementation of he Multilateral Environmental Agreements in the region.

 

The details on the core functions of the Centres entailing: Training, Technology Transfer, Information, Consulting and Awareness are as follows:

  1. Developing and conducting training programmes, workshops, seminars and associated project in the field of the environmentally sound management of hazardous wastes, transfer of environmentally sound technology and minimization of the generation of hazardous wastes with specific emphasis on training the trainers;

  2. Identifying, developing and strengthening mechanisms for the transfer of technology in the field of the environmentally sound management of hazardous wastes or their minimization in the Region;

  3. Gathering, assessing and disseminating information in the field of hazardous wastes and other wastes to Parties of the Region to the Secretariat.

  4. Collecting information on new or proven environmentally sound technologies and know-how relating to environmentally sound management and minimization of the generation of hazardous wastes and other wastes and disseminating these Parties of the Region and their request;

  5. Establishing and maintaining regular exchange of information relevant to the provisions of the Basel Convention and networking at the national and regional levels;

  6. Organizing meetings, symposiums and missions in the field, for carrying out objectives in the Region/Sub-Region;

  7. Providing assistance and advice to the Parties of the Region at their request, on matters relevant to the environmentally sound management or minimization of hazardous wastes, the implementation of the provisions of the Basel Convention and other related matters;

  8. Promoting public awareness;

  9. Encouraging the best approaches, practices and methodologies for the environmentally sound management and minimization of the generation of hazardous wastes and other wastes, e.g. through case studies and pilot projects;

  10. Cooperating with the United Nations and its bodies, in particular UNEP and the Specialized Agencies, and with other relevant intergovernmental organizations, industry and non-governmental organizations, and, where appropriate, with any other institution, in order to coordinate activities and develop and implement joint projects related to the provisions of the Basel Convention.

  11. Developing within the general financial strategy approved by the Parties, the Centres' own strategy for financial sustainability;

  12. Cooperating in the mobilization of human, financial and material means in order to meet the urgent needs at the request of the Party(ies) of the Region faced with accidents which cannot be solved with the means of the individual Perty(ies) concerned;

  13. Performing any other functions assigned to it by the decisions of the Conference of the Parties of the Basel Convention or the Parties of the Region, consistent with such decisions.
